Adoption
takes people who are not parent and child biologically and makes them
parent and child legally so that all of the rights and responsibilities of
the parent and child relationship apply to them. Virginia Code
§
63.2-1215 sets out the rules for severing the legal relationship between the
biological parents and their child. The code also spells out the
rules for becoming a parent by adoption.
